He's saying that it activates automatically, and that it can deduce different things and the danger they pose automatically, and follows that up by saying it's "basically" always active. That isn't to say it is literally on 24/7. It's just that he can sub-consciously, automatically activate it when there is imminent danger. Him saying "basically" directly contradicts the idea that it is literally always active. He's quite clearly saying that, because it's automatic, it might as well be constantly active. It still needs to be activated, it can just happen even without him consciously doing so. He even points out a weakness, saying that he can't automatically activate it in regards to poisonous attacks, which is probably why Hanami's hypnosis effected him despite having Infinity to protect him, in hindsight.

Uhh your summary mean his infinity is passive but not auto? Or its passive and auto but there's something can pass it?

We actually did several months ago back when Flashy was still 7-B and Atomic won, but that was before the speedster three way fight.

I'd probably say Flashy due to his agility and generally better skill feats. Though considering that atomic slash is a technique is considerably faster than Atomic Samurai's normal speed, it's gonna be difficult for Flashy to dodge that

Also it doesn't make sense to call it "blitzing". Genos was not only distracted but clearly looking in the opposite direction (later on it was explicitly pointed out he let down his guard).

The calc is fine but the premise is shakier than a castle of sand.

Well again, the humans still knew about blast since he was in the hero association, I think it’s pretty reasonable to think that boros knew about Boris for the same reason

Well based on what ONE said in past, Saitama was supposed to be more of a gag character and a main character that started with "max stats/level" as an inverse to a typical protagonist who has to get stronger (something he has said about Saitama in the past).
