Tatsumaki, as a relativistic character, should be capable of catching ftl projectiles from a fair distance away.

Flashy Flash in S2 databook is stated to be the fastest hero. Whether this could be true or false (Blast being an S class hero) is debatable. There's also FF having a hard time reacting to Psykos, even if he was off guard.

They were self propelling homing shurikens, all Tatsumaki did was deflect them towards him, she wasn’t the one he was dodging, it was the homing shuriken that he was dodging.

totally related, he would NEVER use such a weak move against his strongest opponent.
the shurikens clearly scales to sonic in speed, and we can see how easily tatsumaki reacted and deflected them, meanwhile sonic went through a bad time with it.
AND he had alot of meters to runaway if he was faster than the shurikens, instead of staying in place and dodging them
