So her tanking Damien Darkh's TK is an outlier then?

Possibly. Damien was able to briefly incapacitate her with his TK, she resisted the lifting strength aspect of it however. It's more me not being sure if you can scale to TK like that, if the feat is legit then we could go for low 7-B.

Is everyone fine with sub-relativistic reactions for Damien and low 7-B durabilty (survived attacks from Firestorm) and AP (energy guns comparable to his own can hurt him I think and he should be comparable to his durability) for Chronos?

I completed the changes, I changed Damien's Post-Havenrock key to include his physical AP as well since I don't think that got amped but I could be wrong. I didn't scale Steel's Class G to anyone yet (Darhk could scale but not sure). Vixen apparently knocked over a water tower, does that give small building level results?

It might be fine to scale Steel's lifting strength to those comparable to him. Maybe "possibly Class G" or something like that.

Not sure as of now, the scaling would get to Solovar and probably Atom that way, if we consider the moment where small Atom and Reverse Flash have a tug of war with that knife as reason for Reverse Flash scaling then it might get to the 9-B's.
Edit: oh wait you meant the water tower, it might, don't know when the water tower thing happened and still need to watch Vixen which won't be very soon.
