Standards for "turns" in turn-based games?

Yea, I know the title's confusing, so I'll explain it here. How long do we assume turns last in a game with turn-based combat? Let's say a basic, run-of-the-mill enemy can cast a debuff on someone that doesn't last permanently, but rather gets dispelled after a few turns. Do we assume the few turns last a few seconds, a few minutes? Do we have standards for this anywhere?

Some verses have statements for how long turns last so you can start from there
but I don't think we have overall standards for it
 
We don't assume anything, we ignore them unless actual statements are given.
