You're kind of taking that statement out of context. Madame Xanadu is referring to how Jim's not willing to use the spectre's powers to their full capabilities. It's not that he isn't Able to use Spectre the same way say Hal Jordan would use his power, but that he's not willing. Like the example she brings up of not curing all sickness and banishing death.

Btw, Madame Xanadu was proven wrong in that very comic. She tried using Spectre to change the world, but ended up avenging innocent deaths like Jim did instead. Because using the spectre's power always makes you try and avenge the dead due to being made up of God's wrath.
