Looking at it, Whitesnake's Soul Manip converts souls into a physical form (in his case, compact discs):



On the same vein, Undertale characters typically treat attacks on the soul and physical attacks as one of the same. Given the similarities of the workings of Undertale's soul attacks and the workings of Whitesnake in that they treat souls as physical entities, I would assume Sans should be generally fine like Whitesnake was. It's just a guess through association, don't quote me on that.

Whitesnake is the person who gave Thunder HtH in the first place. If a Stand like, Star Platinum tried to punch McQueen, or KQ tried to blow him to hell, HtH would certainly activate, and even something as mundane as "starving to death" is stated to be liable to be shared between McQueen and the target. Whitesnake just happens to incap the Stand ability itself rather than doing anything bad, and the bad effects happen after the fact when the Stand is no longer applicable.
also because the stand ability wasnt even activated, he has to actually want you to die with him for you to get pulled into the ability

I'd also want to point something out, but HtH also forces the target into the same position as McQueen when applicable, forcing McQueen onto the ground and slamming him into the ground, is gonna 180 back on Sans and cause HtH to mimic what he does to McQueen. Tbh, that might invalidate the TK as a whole, if he tries to incap with TK, he's gonna end up ragdolling himself making actually doing the TK extremely difficult in the first place.

And as others have mentioned, McQueen, in character, is very suicidal, hence why Whitesnake gave him that Stand in the first place, to exploit his suicidal tendencies and take out some nuisances with him.
