Smeargle and Mew's tier can technically vary since they both also learn Transform. Is this correct?

Yes. Semi-related, but where should we say that their upper limits are? I don't think it'd be a stretch to say that Mew can transform into characters at Mega Mewtwo level, for example.

Well, after some discussion, it seems it was concluded that the limit was 5-B, as that´s Mew´s tier, as far I remember.
