Alright so we currently have speed all over the place when it comes to anniversary Riders. The main issue is that Anniversary Riders have the powers of past Riders like Kabuto and Gaim who have speeds that can go into Immeasurable and Omnipresent.
My solution is simple, these forms have to be accessed (or in the case of Oma, thought about) before they attain the matching speed. As such, the base speed for Anniversary Riders should just be whatever they scale to in the series, with the amped speeds added after.
For example:
"Massively FTL+, Immeasurable via Hyper Clock Up, Omnipresent via Man of the Beginning" for Neo Decade.
Again the reasoning for this is simple, Anniversary Riders shouldn't be Immeasurable or Omnipresent in base even though they possess the powers of all past Riders on the principle that they themselves need to actually activate said powers before they can access them. This applies even to Oma. He needs to actively turn on whatever speed amp he used to kill Decade. He's just not naturally faster.
I have a list of the changes below:
Zi-O: Subsonic combat speed and reactions (Dodged shurikens that moved faster than the human eye could see) | Massively FTL+ (Comparable to Geiz and Woz, with the former able to react to Regulus's light), higher Reaction Speed with Zi-O II (With the help of precognition, Zi-O II reacted to a Worm's Clock Up) | Massively FTL+ (As the strongest Heisei Rider, he should be faster than Wizard Infinity Style, Fourze Cosmic State, and Agito Shining), higher to Immeasurable with Zi-O II and Grand Zi-O Summons (Grand Zi-O can summon Base and Hyper Form Kabuto, both of whom can perform Clock Up and Hyper Clock Up respectively), Omnipresence with Man of the Beginning (Has access to the powers of Kiwami Gaim) | Massively FTL+, Immeasurable via Hyper Clock Up, Omnipresence with Man of the Beginning | Immeasurable (In the Real World he views characters like Kabuto and Gaim as works of mere fiction)
Geiz: Subsonic combat speed and reactions (Comparable to Sougo) | Massively FTL+ (Could react to Regulus' Light) | Massively FTL+ (Could keep up with Grand Zi-O and 50% Decade), higher with Shippu Mode (Blitzed Woz and kept up with Clocked Up Worms). Massively FTL+ as Geiz Majesty, Immeasurable via Hyper Clock Up (Should allow him to travel through time with sheer speed alone like Hyper Form Gatack)
Oma Zi-O: Massively FTL+ (Could react to Grand Zi-O and Zi-O Trinity. As he has the powers of all Kamen Riders he should be on par with future Riders like Geats), higher with amps (Blitzed Complete 21 Decade with an unknown speed amp, and should be able to access Faiz Axel Form), Immeasurable via Hyper Clock Up (Should allow him to travel through time with sheer speed alone like Hyper Form Kabuto), Omnipresence with Man of the Beginning (Has access to the powers of Kiwami Gaim)
Decade: Unknown (His reaction speed has shown to be very inconsistent, with his civilian form being able to react to Zect Riders but then being blitzed by them in his vastly superior base form. Clock Up, the speed boost of the Zect Riders, has also been shown to be a speed that exceeds Decade's own) | Massively FTL+ (Far superior to Agito, who scales to the Overlord of Darkness shifting constellations), higher with amps (Axel Form multiplies the user’s speed by 1000x and allowed him to match TheBee's Clock Up), Immeasurable with Hyper Clock Up (Decade can turn into Hyper Form Kabuto)
Neo Decade: Unknown (Should be no slower than before) | Massively FTL+ (Could keep up with Grand Zi-O and Zi-O II with only 50% of his power. Should be far faster than he was before. Easily stomped Geiz), higher with amps (By transforming into different Riders, he has access to several speed amps such as Faiz Axel Form), Immeasurable via Hyper Clock Up (Should be able to access Hyper Form Kabuto), higher with amps, Omnipresence with Man of the Beginning (Has access to the powers of Kiwami Gaim) | Massively FTL+ (Far faster than before and should be faster than Grand Zi-O), higher with amps, Immeasurable via Hyper Clock Up, Omnipresence with Man of the Beginning
Diend: Unknown (Comparable to Tsukasa) | Massively FTL+ (Fought against and alongside Decade), higher in short bursts and with Summons (Could overwhelm Super Apollo Geist. Can summon Kabuto Riders who can use Clock Up), far higher attack speed with Attack Ride Blast (Was capable of hitting AR Kabuto while in Clock Up, who Diend said had the fastest Clock Up in the World of Kabuto. It has also been shown that Kabuto is able to casually keep up with AR TheBee, who kept up with Axel Form Decade. Kabuto was even moving in a blur to Decade while in this form)
Neo Diend: Unknown (Should be no slower than before) | Massively FTL+ (Kept up with Decade and Zi-O. Should be comparable to full power Decade), higher in short bursts and with Summons (Could hit Woz Shinobi. He has the capacity to summon Kabuto Riders who can use Clock Up), far higher attack speed with Attack Ride Blast
