Shouldn't Oetsu Nimaiya be Upgraded?

To possibly Small Country level+ by power-scaling from Yamamoto .

Since he was the man who create and forged all Zanpakuto's including Yamamoto's.

He has only fought in his Base in the story so far. He has not even use neither Shikai or Bankai yet.

The greatest smith isn't the greatest warrior.

So even though he can create so powerful tools he isn't necessarily that powerful himself.

Actually since he shouldn't be weaker than Shikai Kenpachi with his eyepatch still on, shouldn't he be at least Small Country+?

Nimaiya gets scaled to Nozarashi Kenpachi. Nimaiya doesn't scale to Yama because forging the Zanpakuto that would become zanka no Tachi doesn't correlate with Nimaiya's own spiritual power. it is the user's spiritual power that builds upon the power of the Zanpakuto, thus only Yama and those confirmed to be more powerful to him gets scaled to it.
