Just wondering since scp varies from 8-C to 1-C. So I am just wondering would it take out anyone from either dragon ball verses or some dragon ball charatcer via hax would over power him. For example buu's absortion, but since scp-682 can adapt to it and negate it so it would work on it, somehow.
 
Tier 2 Zamasu can. Low-Godly regen doesn't help against a timeline bust from what I recall

Pretty sure that timeline busting needs mid-godly. And why not?

Because it's ridiculously out of character for Zamasu to destroy the entire timeline thus ruining his plan for a fecking lizard. Also, not sure where you get that from.

It's not automatically restricted, that's why people even other to restrict it.

For the same reason why they bother saying it about Reinhard's. So that nobody arrives saying "tier 1 immortality gg"
 
Immortality/ressurection via a higher deity is automatically restricted unless the opponent has some way to bypass it
 
this is basically determined by whether or not LFB is allowed, because if it is, it stomps everything by several orders of infinity, going from 2-C for zen'o/infinite zamasu to 1-C for the Leviathan, if not, 682 either gets stomped by zen'os void manipulation and a few other things, or infinite zamasu being a universe (possibly being destroyed by 682s death) and affecting all time within that universe.
 
682 stomps everyone up to at least Zamasu and Zeno. DB DBZ and DBS characters have literally no hax and zero Hax resistance. Even Beerus' potential hax that he could use against him would be ultimately pointless due to 682's adaptive powers.
 
Heh... People don't realize 682 cannot die in mundane means. Not even supposedly omnipotent god could kill him. But of course 682 isn't superior in combat, but survivability. If nothing else he could just tank damage until his oppnents die of exhaustion or age. 682 might not even be alive to begin with or his visible form is merely what we can see, much like a hair to human. It's part of us, but loosing a single hair doesn't harm us in any meaningful way... So defeat is pretty hard concept to gasp for him.

All the people that i listed negate Regenerationn on a far higher level than regrowing from a strand of hair (682 has better regen than this anyway). The tier 2 characters can just nuke the timeline and call it a day. Also two of them can perma-kill its true existence as well
