In the Touhou Manga, it has been revealed Sakuya cannot fully Time Stop.

(Stop other`s time at least)
Now, before anyone claims this isn`t canon, it is written and directed by ZUN.


This might also be considered a MASSIVE speed upgrade, being able to move so fast, time seems to have stopped for the Touhou top tiers.
 
Iirc Donttalk explained why this isn't really valid or believable. It's more like Sakuya describe travelling through time I suppose.

Sides, her second line says she cannot stop time for other people. But she seems to at least imply she can stop time for herself.
