Saitama for sure. Dad Egbert has done some impressive things but I think the biggest destruction I ever saw from him was when he went all out and dropped a castle on somebody. Saitama's casual punch is so hard that it changed the weather on the other side of the planet. The two don't even compare. The only reason Saitama is tier 5 is because the series isn't over and nobody he's fought has made him actually try.

Dad is a Guardian, which would make him comparable to Bro, who fought 3x Prototyped Jack to a standstill, which is why Dad is rated as being Likely Planet level

I still have yet to find any evidence in the source material that Guardians are of comparable skill. In fact they specifically talk about how Bro Strider was channeling part of Lord English so if anything Bro is an outlier among Guardians.
