I will go for Jupiter, The Regenerationn of Piccolo will be of no use to him to the spiritual attack of Jupiter, the AP of jupiter is superior to piccolo, fortunately that the speed is equalize because Jup blitz, the only way for piccolo Wins is that jupiter fights body to body, his regen could help him & is intellect and Mastered Martial art

I would have to say Sailor Jupiter, her powers surpass that of Piccolos. Her electric based abilities, such as Sparkling Wide Pressure and Flower Hurricane, would be more detrimental compared to Piccolo's abilities. I agree with DodoNova2, Piccolo's Regenerationn would not withstand Jupiter's electrokinesis.
