Personally I believe Fate!Arturia has a better chance than UBW!Arturia. Doesn't she only have City Level dura in that form?

Her Endurance Rank is only B while Rin is her Master in the UBW route, which is lower than the A-Rank she had under Kiritsugu (which are her Fate/Zero stats, not her Fate stats).

I don't think I understand, when you say she could charge it close enough to be peak mountain level or almost small island level are you suggesting that as long as she doesn't charge it to 100% but something like 99% is fine in this scenario.

When OP said Fully Charged is restricted I'm assuming he meant the weakened version that is pointed out or offset by Ea is basically the tier Excaliblast is here otherwise saying maxed power is restricted isn't exactly worth pointing out if something akin to 99% or maximum output is acceptable.

If I'm wrong though correct me.

Although I'm still iffy on Avalon, I say I side with Ash under these circumstances but Avalon is still hax that can't be stopped by them and the window to hit her is only when she's attacking basically forcing them to tank Excaliblast (which I personally believe Gren can do, the others not so much) and hit her or hit her within an extremely small window of time before she fires it which would be normally possible but speed is equalized (which works both for and against as this gives Ash some speed but makes it so Gren and Pikachu can't blitz) so that's likely not an option unless they're right on her as she puts down Avalon to attack and even then only one of the 6 actually has the AP to potentially put her down.
 
Basically i interpreted it as as long as it isn't fully charged High 7-A excaliblast it's okay. Meaning that the absolute high end mountain level is okay which none of Ashs pokémon can tank besides maybe Greninja.

EDIT: Hmmm it makes the entire point of the restricted Excaliblast pointless... ignore my point about the almost fully charged Excaliblast. But it could still be charged to high end mountain level I think so it still one shots most of his pokémon besides maybe Greninja who she could beat with Avalon defense and sustain so i give this to saber 7/10 times.
 
I took it as the ones shown in Fate itself are used like the one against Ea if I'm reading into it correctly. Don't know though, I'm probably gonna wait on OP to clarify some things before casting my final vote either way since as it is there's a lot that's been brought to my attention and arguments on which key are being used and stuff like that and I'd rather know for certain at this point instead of simply going off my beliefs or what I got from this when solid facts would be better for everyone.
 
My vote for Saber.

Reasons:

Sabers precog will help her deal with multiple enemies.

Excaliblast, even though limited to 7-A, is still 1 gigaton, and with that enough to blast Ashs pokemon to pieces. With it's wide area, very high accuracy and almost non-existant charge time it will be her key to victory. I even see her shooting it at Ash before he can open his pokeballs.

Bloodlusted. The pokemon series has shown often enough that the true power of Ashs pokemon comes from him coordinating them. A bloodlusted Ash will not be able to do this (He might even charge at saber on his own). This will severly lower the pokemons combat abilities.

Not all of Ashs pokemon are 7-A. There are no seperate profiles for most of Ashs pokemon, but I assume that only Greninja and Pikachu, and maybe Goodra, will be a match for saber.

Saber has regen, Ashs pokemon don't

Sabers magic resistance will protect her from the pokemon attacks. I'm not sure how to verse equalize this, but if we say pokemon attacks = magic in fate than saber will be immune to any special and status attacks. She was unfazed by casters spells, so I doubt that thunderbolt and the likes will have any effect on her.
