So, what happened to Ruby's Silver Eyes?

They are capable of severely wounding Maidens (and they work on Grimm too, so they're not just a hax against Maidens)

Shouldn't Ruby's tier be "High 8-C. High 7-C with Silver Eyes"?

The Silver Eyes are effective against Grimms/souless beings, not Maidens. Raven was just fine when Ruby used it on the same room, but Cinder was affected due to her Grimm arm.

Salem quite literally says that Cinder's new power gave her a weakness though.

Also Cinder doesn't have a Grimm arm before the fall of Beacon

Yep, she had. Thats how she forcibly absorbed half of Amber's powers, and the Grimm coming out of her arm just proves that. Also, as I said, Raven was completely fine, despite taking an direct stare from The Silver Eyes.

Doesn't matter, Salem said Maiden's are weak to the Silver Eyes. Tell me if it was all about the Grimm then why did Cinder lose her eye and arm to the Silver Eyes if she didn't have a Grimm arm yet?

Why did Salem said that the Maiden's power was responsible for Cinder losing?

A possible answer is that Grimm are more sensitive to the Silver Eyes than the Maidens, remember Ruby didn't fully activate them since Emerald stopped her.

Sorry, but "Doesn't matter" is not a good answer. And Raven being unaffected by Silver Eyes kinda contradicts them being effective against Maidens (not saying they aren't though, the writers probably forgot about that)
