Yes, it’s possible to always start with a boost, but not REALLY start with boost-

Voting Issei for now, also what is Issei's dragon made of? If Issei's dragon is composed of something complex enough, Zoro's Goken may be less effective as shown where Zoro didn't butter through Kuma like normal

you are being confused with pre timeskip Zoro and post timeskip... his pre timeskip tried to cut him but then realized after that it was something thougher then steel/iron.

Im aware that it's pre timeskip, the point is that Zoro has a limit to how high he can cut.

And why wouldn't Zoro open with Goken when his captain is about to die from his perspective? Him realising it's tougher than steel or iron could simply be his reaction to a metal he mistook for steel or iron because it may have been too complex to analyse.

And regardless, Zoro's Goken works via information analysis against what he is aiming to cut so if Issei is made of magic metal that doesn't exist in One Piece, how will Zoro easily be able to analyse it?

No Kuma's steel body was just too durable for Zoro to cut through with Goken, it makes no difference if it's pre or post time-skip.

Anyways this is a stomp, Issei only has to use divide twice to be able to one-shot Zoro and in character when he uses it he spams it way more times than twice.

Similar case with boost where after using it a few times he will one-shot. And there's nothing stopping him from doing both making it even easier.

This doesn't even take into account his attack reflection.
