He can fight against someone who also has reached the state of instinctive reaction and who is on the same status of mastery as him. Later he fought with multiple people like this who were higher in realm than him and he not only was beating them but also training/cultivating at the same time.

Can unleash all the strength of his psyche, soul and body in perfect coordination, and because of that while people will only use 100% of their prowess he can use 140%.

Can using strings of a zither to cast sword skills which would confuse most sword users as it makes them think of unlimited variations of the zither string which can be controlled as if they are his arms.

He's a master of a multitude of weapons like swords, hooks, whips, hammers, sabers and shields using them at the same time but he favors two sabers for which he created multiple techniques. Even the hair on his body can be used a weapon to attack or defend.

Managed to deduce from just one or two sentences of someone nearly every information about herself, her father and her master.

Can fight with multiple martial art masters at the same time who uses everything about them - muscles, bones, hair and even sweet as a weapon. Always being circled by 4 to 5 masters and every time one or more fell others will take their place. Zhong Yue can break skills through sheer technique by striking the center of balance and core of them.

Had fought with 2 Martial Heavenly Masters at the same time who each were 3 realms above him with just his technique. Must be noted that just an increase in realm is a big thing and if we use the tier/speed of the wiki then he was High 7-A with SoL reactions vs 4-B with MFTL+ reaction.

Learned an art just by watching snowflakes (a storm) where a large part of these snowflakes were each an individual and unique skill while someone who was known as the next heir of the Bai clan took half a month while under the guidance of an elder.

While most people will learn skills/arts from others be their teachers, parents, elders, sects, etc...all he knows is thanks to his own deduction of creating or copying them. He once created his own melee fighting style that changes between Yin and Yang, Demon and God, etc so that the energy released by his attacks will confuse the enemy and to break their own attacks.

Zhong Yue reached such a level that no mistake can be made before him otherwise his opponent will die and just him standing thanks to his stance will make others fear to attack for there is no flaw no matter which direction they will try to attack from. Not even when he unlocked the bloodline of 8000 Fuxi Warriors and with their new prowess, the best of them still couldn't defeat him as Zhong stood and showed no flaw in his stance. He also created techniques while in a fight and mastered/perfected them at the same time.

Zhong Yue knows so many skills/techniques and can use them separately with his second body to not show any duplication while fighting against himself in a tournament where an entire continent has come to watch and no one could say if they were the same person.

Created his Yin Yang Style which evolves as he does along the way and uses it to redirect attacks of others.

Zhong Yue's has so much knowledge on various skills/techniques that he imparted to multiple students and it will take all of them 10 - 20 years to learn it. He was around 26 years old here and could still create all these arts for them. Most of the techniques he has on the profile are created by him - and he has 50 of them (the profile still lacks his final key so there will be several more in the future) - one of these on the his current last key has him creating the Innate Eight Triagrams that explain the wonders of the Universe through its changes making him able to control its aspects which helped him comprehend later Daoless Heaven which existed before Dao themselves.

Later he created a technique which separates everything in Yin and Yang, positive and negative to calculate and compute the form, mass, orbital course, environmental situations of stars and planets of an entire solar system which not only computes/simulate the three dimensions but the fourth also (time). Then he uses it to calculate an art that took would normally take ten of thousands of years to learn in just three days as he simulates countless transformation of the art every second and compute billions of symbols/runes of it - each rune can be an art or more will form one. He also created a technique that will make even others who can predict things not be able in his free time as a side thing.

To defeat him, you need to have better deductive ability than him even if he thought someone else his skills. Even someone who can calculate and compute even the Karma itself can't defeat him for he will not only counter it but also find them through his computation.

He can predict what an opponent will do next by calculating the flow of their blood essences, the shortcomings of their skills, the positions of their Yuan Shen, the weaknesses of their mortal body, their movements, habits and their next points of attack as if he had gone through the same predicament thousands of times that he knew exactly what to do and where to move in order to evade the skills. Furthermore, he can predict through their personalities, thoughts, and even their instincts from dozens of foes at the same time and calculate the changes and results of hundreds of millions of skills at once.

In a 1 vs 1 - another genius who was taught by Gods with millions of years of combat experience he still defeated him by predicting everything he will ever do (its a long scene this one so better read it than me explaining it fully here). Later, even the most powerful body in the Cosmos who can passively grasp anything (including Dao - concepts) and evolve could still not keep with his computations.

Can create millions of incarnations within his mind to simulate all kind of battles, techniques, skills. He needs to be able to control all of them, each with different thoughts. Shortly, he can have millions of separates thoughts at the same time to simulate so much.

Not yet on the profile but for his next key to show how creative he is:

He created a way to become an Innate God (basically becoming a Dao/Concept itself) which lets him use all the Spirit Body (all bloodline/spirits) in the Cosmos and at the same time learned all the techniques that have yet to be created for a few millions of years.

He then decided to comprehend the Reincarnation Dao and created a technique to jump outside of it which encompasses all the Dao of the verse. He also created multiple use of it: The Reincarnation Dao is not only the reincarnation of the Soul but its also the reincarnation of the Time-Space and Dao. While it can't repair the damage done to the Dao it can reincarnate the Dao into it's previous or next state like reincarnating someone endlessly till to be a child, a man, a woman, young or old, dead or alive, a human, a beast, etc till to a point where he wishes and so it can chose what kind of being and innate powers he/she will have. It can also be used as a means to reincarnate endlessly making all Daos ineffective against the user even if the one used will return all things to Chaos. Also, it can be used to put attacks in an endless cycle of reincarnation so it won't affect him even if they are already reached him.

As I already said Zhong Yue should be above Ji and Kouki so he should be first place, while again after the previous debate personally I see Kouki a bit above Ji or more or less equal so either they share place, change spots or retain the current positions. As a note after read Arifureta Zero (along with read the rest of the main story ln and special chapters) there were various skill feats that I didn't knew in the previous debate which add more to skill level of the verse and the skill scaling chain, so this is another reason aside of the previous debate of why I think they are either comparable or Kouki is a bit above.

And don't know about Xu, there are some good feats while others aren't that impressive (in my opinion at least) so I can see him taking a spot like 7th or 6th.
 
The doctor(DW) is skilled but not skilled enough to be on this list.

he's the kind of character who's more into self-defense than someone who tries to work things out complex sword-and-punch style in a Battle of pure skill.

that's hax, of course he can calculate things better than a Dalek but that's because his brain is quantumly enhanced to better adapt to the prediction
 
Like, just as Buddha has Soul Sensing that lets him precog, having 5D cosmic awareness is just hax as well.

And 1000 billion is not a number.
 
I'm kinda surprised Dragon Ball doesn't have any honourable mentions. Ignoring the main cast, we have the Grand Priest, whose skills at martial arts far exceeds characters like Whis, who has been practicing for hundreds of millions of years.

Whis in turn surpasses the likes of Goku, who can copy martial arts and ki techniques after one glance, come up with an effective strategem against the time-skip after hearing about it in passing, etc.

Might not get them in the top ten, but the Angels are pretty notable.

I know that, but characters like Whis are far in excess of people like Goku, who can master techniques after a glance, counteract techniques he's only just learned about, fight people astronomically superior to himself via skill, etc.

I suppose that's pretty skillfull if he jas showings or statements of using it in combat. That said, one or two feats isn't enough to get on the list, especially when they're pretty nebulous in where they compare to others.
 
Can anyone link me their characters feats again? I will restructure the list with characters with feats in the upper echelon and those without in the lower echelon.

Afterwards we can talk about the precise ranking between those with feats posted
 
Also in case I forgot to add it for 100 y/o Ji Ning (forgot a lot in that post), he can suppress himself to the point of skill stomping people who oneshot people who oneshot him. A random fodder he did this against only got the absolute slightest glimpse at his sword arts and by studying that glimpse, got to the level Ning was in his first key. Though, I dunno if the last one is a testament to Ning's skill or just says something about how skilled people are in Desolate Era, so it can be ignored if it doesn't make sense.

Analytical prediction that goes way beyond the practical amount of moves someone can use during the timeframe of the fight is redundant.
 
I would like to rephrase my stance on this a little bit.

Analytical prediction that goes beyond just knowing a persons every move ends up just being the same as everything.

Everything = millions = billions = countless = infinite
