Josuke was hungry after leaving class, he wanted his friends to be with him to eat at Tonio's, but Koichi agreed with the yukako to go on a date and Okuyasu needed to feed stray cat.
When he arrived at the restaurant, he noticed that there was no sign of Tonio coming to receive him, being preoccupied, he went into the kitchen.
Tonio was being pressed against the wall by a man who wore a mask that resembled a bird's beak, this man saw josuke entering and released the poor chef, ready to get rid of the evidence. "you can call me Overhaul"

Overhaul's deconstruction would be pretty tough since he could essentially spike up the floor to injure Josuke since they are in a closed space (Tonio's Kitchen), making it hard for Josuke to dodge the attacks. Though if Josuke can consistently restore back the ground back to its original form after Overhaul tries to turn them into spikes, i think Josuke can get close and pummel Overhaul with Crazy Diamond. I'll vote for Overhaul for now since he pretty much has the range advantage.

but the attack speed is also equalized? I thought it was just movement speed and reaction, but attacks with their own speed keep the speed they have

the bigger, the easier it is to defend, it just needs to punch the spikes once while they are formed or defend itself with crazy diamond
