Requiring clarification regarding the Gods of Gensokyo

I noticed that the high-tier Gods in Touhou Project (e.g. Eiki Shiki, Sagume, Kanako) are listed as "At least Low 2-C, likely 2-C" for their physical world emanations but only as Low 2-C for their primordial forms. Does that mean those Gods' physical forms (and by extension also high-tier mortals like the Windows protagonists) Have greater destructive capacity than their primordial forms? If so, should their physical forms be considered more powerful even if Low 2-C rating is used for them?

The low 2-C rating is for creating reality at the beginning of everything. Since we know there are at least 8 million gods, with an unknown number of universes, the feat is just a low 2-C at minimum feat divided by 8 million (still low 2-C).

Now as for scaling, while this isn't represented on the profiles, all gods possess AP greater than their primordial selves. This is because gods only start existing when they gain faith, meaning their non-existent primordial forms lack faith entirely. Faith directly empowers gods, acting as a stat amp, so a god's avatar is basically their primordial self + an increase in AP from faith (and minus a bunch of hax).

But honestly the real reason the profiles are like that is because the primordial gods were kinda just overlooked in the 2-C upgrades. If the cosmology ever reaches 2-B/2-A for real, though, primordial gods will be able to scale to the full extent of it.

I also advise you to take Touhou god profiles with a grain of salt. They're the most poorly made part of the verse right now. and the revision thread to fix them has been the biggest headache to make
