Reality/Plot manipulation and Speed equalising

If a character can manipluate reality or has plot manipulation couldn't they undo speed equalization?

just a thought, like they knew speed had been equalized and just change reality so that they are faster then the person they are fighting.

If they've shown to be able to make themselves faster/make their opponents slower with reality warping/plot manip, then yes they could.

Otherwise, no, we don't give characters abilities they could theoretically have.

So does that mean there are some fights that can't actually be speed equalized?

Sure. They can technically be equalized but then one character amps into a speed blitz anyway. Cueball (xkcd) is kind of like this, time only moves while he's acting so speed equalization doesn't really help make matches fairer.
