Is speed enough to transcend story (or, more specifically, plot)? Is story something that depends on speed, and can a character move independently of the plot (and story) just by being fast? Are the things he does still not part of the plot?

In my opinion the plot has to be transcended by existence and speed is not enough to transcend the plot.
 
I don't see why speed should even matter to transcend the plot of a story. Speed is just movement. It can't make you above a narrative except if the verse itself has an explanation or an in-verse ability regarding that.

As you said, being above the plot is a characteristic of your existence, not of your speed.
 
In fiction, anything is possible, including out speeding the plot. But, that's only if the author says it's possible. So to answer your question, it depends on the verse in question, it is possible, though no verse has shown the ability to do such.

If the author wrote it that way the yeah, X character can move so fast he transcended the story.

As of how that would translate in the wiki, if the character is specified to not have gotten stronger in any shape or form excluding their speed, then they are likely going to have the associated Powers and Abilities as well as the character's speed something like Immeasurable. Since by that point, the important thing is what were the effects the character have because of their speed which is gonna be placed in the P&A section.
