Reaction & perception speed

Our reaction and perception speed says that difference btw these 2 is that one has distance component and other doesn't. So, is moving an eyeball to keep track of bullet movements passing in front of you (not dodging since it's not fired at you), is reaction speed or perception?
 
Moving your eyeballs would be perception, moving your body (Where the distance component comes in) is reaction.
