Reaction and perception speed page

Currently on the reaction and perception speed page, the "perception" time levels are actually reaction time levels.
Im not sure if this is the case for all of the time frames but the normal human perception speed is listed as 0.2-0.13 seconds. Thats the average humans reaction speed as shown here. The actual perception speed for a human is 0.013s as shown here. (This might also be the hard limit for a non super human so it would be the perception speed for normal-peak humans)
This has caused a lot of confusion as if i want to use the perception speed value for light speed characters, i have no idea if its the reaction speed value or the perception speed value which causes the results for a calc to be way of.
