Question about layers and potency of resistance

So if it is discerned that we measure a verse's potency of its hax by the number of people affected, how does that translate for potency in terms of when compared to traditional layered potency?

Like if someone has mind hax which works on 7 people, they wouldn't be able to bypass mind hax resistance of 6 layers, right? If not, then what would that 7 people even be in terms of layer potency?
 
We don't as it'd still be unquantificable compared to a proper resistance, raw "potency" only matters when either it can be directly compared to resistance layers (otherwise being limited to the most resistances it has bypassed, if any to begin with), or it's smurf.
 
Short answer: You can't. Verses can just demonstrate potency of hax in ways that are not comparable. In such cases the question of resistance is just inconclusive.
We ultimately gotta admit when we just don't know something.

At best one can maybe do some case-by-case based comparisons for special cases.
