Layers vs Application Question

Character A has 1000 Layers of resistance to Conceptual Destruction ONLY. Character B has only 1 Layer of Concept Hax Potency HOWEVER he uses it for the purpose of Conceptual Alteration not destruction.

Both are Conceptual Manipulation however applied different for different purposes and different effects.

The question now becomes, would character A with his 1000 Layers of Conceptual Destruction resistance ONLY be able to resist a completely different application of Concept Hax in the form of Conceptual Alteration?

I don't know about the Wiki's approach to this. But in my opinion, this is about, interfering with the nature of the concept. Characters who resist concept destruction and characters who resist concept's alteration essentially interference with their concepts. So, I don't think that purposes and effects are important in this context, because they both lead to the same thing, namely resisting conceptual manipulation.
 
if it's only conceptual destruction then alteration would work.
but that is taking your words as it is
because the way conceptual destruction resistance is gained could be by certain mechanics not related to altering concepts which makes it specifically resistance to destruction. (An example would be NPI destruction or EE that is aimed to destroy not to modify it in any way.)

But if the destruction is a result of alteration of concepts etc etc then he may resist it. (like if you mind control someone's brain to self terminate compared to erasing someone with the brain included)
