question about Higher tier via manipulation vs resistance.

So if a character get's to say 5-d Via plot manipulation. That should generally overpower anybody lesser then that with resistance to plot manipulation right? Or is that a no.

ie for example: Say Arale from Dr slump who get's low 1-c via plot manipulation used it on Sponge bob who has plot manipulation resistance. Her hax should overpower his resistance, right?
