I think he's asking why he didn't just go ahead and do this.
But in PaChi's proposed scenario, Pucci has already done a search of the school and nothing was out of the ordinary since everyone either knew nothing or was Geass-ed the hell away and Pucci wouldn't have found anything at that point in time, so it's more likely he'd try to take things slow and think of possibilities while possibly gathering info again - or so I imagine.
