Pitting them against the top tiers of WWE could potentially work. Top Tiers downscale from their AP value and the Kamen Rider guys have a few abilities to help with the AP disadvantage. However, I might need to pit the Kamen Riders against a tag team because some of the top tiers haven't dealt with some of the hax those Kamen Rider characters have.

However, I think you would have a easier time pitting the Kamen Rider characters against some of the AEW/NJPW characters such as Kenny Omega and Chris Jericho. Their AP value are fairly close to the Kamen Rider's AP, and they have the hax to keep up with them.
 
To be fair, these two aren't as haxy as the rest of the bunch (Shadow Moon does have telekinesis, so do with that what you will). Most of the possible hax-ish abilities should be offset by the fact that they mostly just amp their physical prowess with said abilities. Only real thing to worry about is their Class M LS and that they should be very skilled in tag team matches (these tho have canonically worked together).
