It has a decent AOE too since those were a bunch of espers and they were all flying around, yet were all caught in it.

Nah, Espers become Magicite when they die in FFVI.

As you can see Kefka nulls them (kills the soldiers too in the process apparently, because he's that crazy), then sends his magic attack and oneshots them all.

When espers are incapacitated they become magicite.

So Kefka basically made the espers' magic = 0 and that triggered the transformation. If you see afterwards he oneshots Ifrit and that turns ifrit into a magicite.

and since we're talking about abilities, I think we can add an illusion creation too, the whole fight against Leo was just an illusion created by Kefka, including the Emperor's image.
