Possible new OPM multipliers and Scaling methods

In chapter 80.5 of One Punch Man, the Hero Association goes over what monster disaster levels mean, and the amount of heroes needed to take them out.

For Wolf lvl monsters, 1 B-Class Hero or 3 C-Class Heroes are needed.

For Tiger lvl monsters, 1 A-Class Hero, or 5 B-Class Heroes are needed.

For Demon lvl monsters, 1 S-Class Hero, or 10 A-Class Heroes are needed.

What I'm trying to say is that we can use this as a way to find how powerful monsters truly are. .

The Hero Association is "average heroes" while making these rankings. Obviously if there was a Tiger lvl monster that could control fire, the Hero Association may only need 2 water-based B-Class heroes to take it out, but in any other circumstances, 5 average B-Class Heroes is needed to take out a Tiger lvl monster.

What would change:

Average Wolf lvl monsters would scale to 1/5 the power of the Sky Folk Calc, and become High 8-C to High 8-C+ (2.176 T to 6.996 T)
Average Tiger lvl monsters would scale to the power of the Sky Folk Calc, and become High 8-C+ to 8-B (10.88 T to 34.98 T)
Average Demon lvl monsters, would scale to 10x the power of the Sky Folk calc, and become 8-A (108.8 T to 349.8 T)

But this would mean A Class heroes are 1/10 of an S Class hero

Currently the weakest scales to High 7-C, which means an A Class hero would be 7-C (150 Kilotons/10), but it takes 10 of them to defeat a average Demon level threat (Which is apparently 8-A) ? Not only this is inconsistent with the very system, but no A Class hero (except Sweet Mask) has shown anything close to this in terms of feats

I believe using this is rather problematic

We don't use " it takes 3 A's to defeat B therefore B is 3 times stronger than B "
This is due to some factors, like A would be unable to damage B at all if his AP was 3 times lower than B's durability and stuff like that

Where was it said that Sky Folk is a tiger level of danger? I re-read the chapter and there is no information there.

Needing 5 B-Class heroes against a Tiger level monster doesn't necessarily mean that the tiger level monster is 5 times stronger. The B-Class heroes have the advantage of numbers and coordination. Likewise, you could make the argument that B-Class heroes would need to be somewhat relative to the Tiger level monster in order to be able to keep up at all and that 1/5 would be too low for that. There are too many uncertainties to derive an actual multiplier here in my opinion. There is also the question whether or not the Skyfolk qualify as average Tiger level monsters or if they are above or below average. The same can be said about the Sky King.

The panel linked by OP states that it's not very reliable and is largely worthless due to varying factors

Disagree FRA. Also the OP is trying to use this for average monsters, yet the panel they linked shows Deep Sea King, one of the strongest Demon levels.

Disaster levels don't scale to AP 100% linearly; some monsters are more dangerous for different reasons outside of raw power. Also, as others have said; taking on 2 or more characters doesn't make you upscale to the combined might of all your foes. It hints being stronger overall and/or possibly having more endurance, but there's also skill and speed to be taken into account and not just raw power.
