Pokemon moves questions

I've seen a few Pokemon pages that calc stats to different pokemon moves as well as pokedex entries (Solar Beam, Seismic Toss, etc.)

With that logic, shouldn't most pokemon be Island to Country level for scaling to moves like Magnitude level 10 and Hurricane?

and shouldn't Legendaries and Mythicals be scaled to far higher than that for being significantly stronger?
 
Some profiles are outdated and pokemon is quite tricky to handle due to having a variety of sources all canon to each other despite some contradictions and outliers.

Pokedex entries are statements, feats usually override, but when statements reinforce an apparent feat, it can make a stronger case than just a feat. Statements alone can't necessarily justify a tier.

Magnitude: Variable power moves are probably excluded from the regular AP of a pokemon. For instance, punishment vs a pokemon with tons of stat boosts can probably easily hit well into large mountain level... But that move is an exception, as all of the pokemon's fixed power moves are mountain level+ based on scaling to/from fixed power moves with a significant measurement (assuming a fully evolved pokemon)... This move might be an outlier if we only go by its name though, its actual AP might be less than country level.

Hurricane: We would have to measure the size and strength of the hurricane somehow to determine what its actual AP is. Same can be said about any move really.

I do get the point though. One feat/statement is an outlier, but lots of feats/statements is a case... How many country level feats/statements can you see?
 
Hurricanes are tier 8, I can't remember why Magnitude was rejected in terms of AP but it'd never reach Country level regardless.
 
You'd need explicit proof that it'd be total seismic energy, we generally assume the former, being radiated waves. So it'd be Island level.

I mean, it's still higher than their current statistics. I'll try and look through the old downgrade threads, which I sadly wasn't a part of due to my ban.
