They were completely relative in AP. Jack just has far better stamina, endurance, and regen.
In their first encounter, Doji was able to slice Jack's blade in half and give him a large slash in the chest.

1. Apoo also took a Punk Gibson from an utterly enraged Kid (and was not defending himself since Kid surprised him), and took moderate damage (lost a tooth, was scraped, and his glasses broke). He proceeded to smack-talk Kidd and then draw blood from him with a sound attack. He also drew blood with his DF from Zoro, and hurt Luffy enough to briefly knock him out. He also drew blood from the CP0 agent Maha with just a kick, albeit he was still defeated by the latter and forced to flee like the snake he is.
2. Base Drake blocked (but was still eventually overpowered by) an attack from an irate Base Yamato and fought Apoo off-screen in Base, while Zoan Drake actually hurt Apoo (though tbf Apoo was injured) and hurt Guernica off-screen (with Guernica calling him a good fight), albeit he only downscales from Guernica since Guernica still mid-diffed him. His Zoan form also was shown taking sound attacks from Apoo off-screen, with Drake later shown having endured these albeit with bruises.
