The anime isn't the primary cannon. It can only be used when something is ambiguous in the manga and the anime clears it up, which isn't what it did here.
In the manga, we pretty clearly see that Zoro did not use Haki. This is just another case of the anime adding stuff like it did here.

That's a good point, actually, considering 1035 Buso Zoro overpowered his AP but not his Haki.
So 1032/5 Zoro's Buso = King's Buso.
But since Zoro apparently didn't use it in 1032, 1035 Buso Zoro's Haki Potency is what King scales to.

Jack is a non-factor here, a weaker and younger King stomped Raizo who is Jack-level.
I'm giving this one to King via outclassing Queen in AP with everything that is >= his normal non-Haki sword, his stupid durability, speed amps, and the fact that if Queen tries using Brachio Snake then King can just use his explosion to one-shot Queen.

Izou who should be relative to or somewhat above the other Scabbards was able to shoot King's sword out of his hand ( Idek how this happened guess King isn't the sharpest tool in the shed ).
