I think it's that while nothing contradicts it, there's also nothing that says or hints at it being canon.
It's actually very similar to the Bojack movie for Dragon Ball, absolutely no contradictions and can easily fit in the canon timeline, but nothing, not even side material, actually says it's part of the main story.

Luffy's base is relative with World, and his Gear 2 is relative to Worlds 100x multiplier.

Luffy does have reactive power lvl... On his fruit, himself and even haki... So I think that played a huge role as well

Ye, Luffy was being stomped by World, but over the course of the special, Luffy closed the gap until even his base form with Haki was able to keep up.
