Franky
It has to be Franky. He's basically a Pacifista, him and Kuma had a moment in Return to Sabaody, Kuma's protecting the Sunny, him and Bonney worked together last chapter, he has launching powers already, this is basically the Franky arc, and his best attack just failed to affect an enemy. I'm predicting the "DF grows on the tangerine trees," thing finally happens, and Nami says something about Franky owing her a lot of money if he wants it, and he goes like "WOW, SUPER!!!" and gives her like, a cool chair or something.
See that's the obvious option, but hear me out.................... Usopp
Usopp's arc is the next arc, this is a Franky arc.
Yes, but what has he done well this arc? Launching the Sunny. Vegapunk complimented him on it. Also, if anyone's gonna eat a DF, it's gonna be him, Usopp, Zoro, Sanji, Nami, or Jinbe. Jinbe won't, he's a Fishman, he needs water. Zoro isn't eating it, and Sanji doesn't use his hands. Nami definitely would think it was weird, and Usopp... is the 2nd best option, I just think Kuma and Franky have too many parallels for it to be Usopp.
He can improve his tech seeing how he's in contact the smartest man in the world now: rapid fire lasers(Sanji noted he would like during the Queen fight), upgrading the Shogun(considering it lacks in variety & the vegaforce got destroyed), new photonic gloves, scanners, bubble shields etc. Being with Bonney for a sec, sharing cybernetics & seeing him in Sabaody, really too many parallels? Their contrasts are more interesting imo: Kuma having barely anything from his personality left post full-cybernetics & had modifications done by sb else while Franky is the complete opposite. He's got his unique fighting style why Kuma centered around his super OP DF. Franky will show how far a fighter can come with just tech+h2h skills.
Even if he had the pad fruit there, he wouldn't effected Kizaru. This is ooc for him
They both have a strong desire to protect, like with the Sunny, they both have connections to Vegapunk, they have abilities that launch people, they're both massive, they both opposed the government even before joining their organizations, they both have a connection to at least one of the Seraphim, they both have connections to political leaders in their terminology(Franky Shogun / Tyrant Kuma), etc.
Obviously he isn't going to reach Kizaru levels, he's just in a state where he's gonna be looking for a power boost.
