Ok so Sentomaru is capable of harming Kizaru (seemingly drew some blood) and react to some of his attacks, so he definitely scales (albeit he downscales).
Zoro attacked Lucci with Buso enhanced Nitoryu, which Lucci was able to block with his own Buso, but I think Zoro pushed onwards after the attack and that's what caused them to shoot out the building. So Zoro attacks, Lucci blocks and stops the attack for a bit, Zoro then pushes with more force and they shoot out of the building.
Kizaru is able to block an attack from Base Luffy w/ seemingly CoC coating with his bare arm, but it might've been bruised from doing so. Also, while he was able to block it, Kizaru was seemingly surprised by Base Luffy's speed (going off of the exclamation marks next to him), so even in base Luffy is able to surprise an admiral with his speed.

Yeah Oda is weird when it comes to CoC coating.
I'm guessing either Luffy isn't using that much CoC against Kizaru than against Kaido, or Oda just doesn't care about that detail too much.

Tbh, the fact that Lucci's buso blocked it with no damage and Lucci wasn't even in pain means his Buso durability scales.
And as already discussed, Nitoryu Buso Zoro was matching Base + Buso King by the end of the battle.

I say ACoC because there's Haki lightning shooting out and Luffy isn't using Buso koka on his foot, so CoC is the only other explanation unless he's using run of the mill normal Buso (the invisible kind), but that has never been shown to shoot out Haki Sparks before iirc, only Koka (hardening).

On top of that, Buso Haki Sparks are just that, small amounts of Sparks, while CoC is the one that shoots out a crap ton of Haki lightning.

When he was taunting King about dodging his KoH, he was using the 2 swords for offense (since if he used the 3rd sword for offense he'd just be weirdly thrashing his head).
3rd sword was used for his special Santoryu moves as well as for defense.

He used it for offense in 1035 when he did KoH off-screen, when he cut that rock, when he matched Buso + Flames King, and of course the KoH attack that ended King's career (literally).

Your reasoning for why he's not is because he's not moving his head around in a manga where the panels don't even show him moving his arms.

After rereading the chapter, it seems that he was using the mouth-sword based on the collision effects, so I concede the argument and will change the sandbox accordingly.
Nitoryu Buso Zoro should still scale to blocking Hybrid King's wing attack (for context, Hybrid King utterly stomped a weaker No-Haki Zoro who matched his base off-screen and broke his suit), and he definitely scales far above Rooftop Ittoryu Buso Zoro who is far above a Kaifu.

Will say that this shows that at minimum Zoro's LS is likely > Base Lucci's LS (since he was able to push Lucci through a wall even though Lucci was blocking and was able to stop Zoro's initial attack in it's track). Probably doesn't mean much, but just wanted to point that out.
