I remember it was done by @USklaverei , but it's not on this Wiki, it was in a private group. You should ask him, I believe the result was somewhere close to 0.4~0.6c

From what I read here, only Mifune would be updated, not the samurais. Sasuke blocks a Mifune attack, but wasn't the Issen.

Rereading it over, it never specifies mifune.
From my knowledge, all I see is that the strength of the slash is comparable to Mifune's AP.

It looks to me that it's referring to the power of the attack rather than saying the speed is just for mifune using the technique.
