You'd also have to account for the times where the upgrade was tried for, only to be shut down, back when the consensus on VSBW was that 5-C Roshi was an outlier, no?

Master Roshi's been Moon level for nearly 4 years now - I personally wouldn't consider those threads prior to then as being recent enough to be relevant for a rule.
EDIT: Just to point out also that this thread was never about repealing that it seems, or considering Master Roshi's 5-C feat to be an outlier again. It's been about changing the scaling of other characters.

Every staff that’s commented since the suggestion agreed to the ban. There’s no need to drag this. And the frequency doesn’t matter when this is brought up several times over the last 4-5 years. There’s no need to investigate this any further.

How many times is important to establish I think if the claim is that there's been several threads.
From just a quick look I think this the first time a proper thread has been made for the 5-C characters since the January 2024 upgrade around ten months ago, and the thread before that was a smaller downgrade than this August 2023 over a year ago (both that upgrade and downgrade thread were accepted). Aside from that downgrade thread there was a 5-C upgrade thread for a couple characters a few years ago, and upgrade thread for Chi-Chi that was accepted in March 2024.
I'm having a hard time tracking down a lot of downgrade threads on the topic; though it may be people haven't been tagging their threads properly.

I'm pretty sure this CRT is done since it's been near-unanimously rejected; if a discussion rule is going to be proposed then I think it makes sense to do it on a fresh Staff Discussion thread.
