True on thatThat'd require a more in-depth discussion among staff as to whether a rule is required IMO. Proving the actual frequency of it will be important, it shouldn't just be the vibes of "This feels like a frequent topic".
Master Roshi's been Moon level for nearly 4 years now - I personally wouldn't consider those threads prior to then as being recent enough to be relevant for a rule.You'd also have to account for the times where the upgrade was tried for, only to be shut down, back when the consensus on VSBW was that 5-C Roshi was an outlier, no?
