Individual biscuit soldiers have small country level durability and Cracker can made large amount of them instantly. Cracker sure could contend Naruto for a very long time but i dont see him winning.

They might be comparable, but Cracker's BS need clapping to be created one at a time while Nardo can spam that just crossing fingers. That added to the versatility and general mindset Naruto has.
