In-verse (pokemon) would you consider the Ghost battle Fear Inducement (back in Pokemon Red/Blue). I know its offtopic, sorry, just wanted to ask it.

I consider Fear Inducement to be a supernatural ability to produce fear (as in a special kind of mental attack) rather than pure intimidation or jump scaring.

When you fight a Ghost your pokemon cannot react/fight. And this only happens against Ghost, others pokemon such as Gengar and co doesnt have that "power".

That's mainly because they don't know what the heck the ghost is. Once you get the Silph Scope your Pokemon can attack them just fine. Thus it's primarily just regular fear of the unknown and a jump scare.

@Repp. The Intimidator IQ skill, which forces the opponent to waste time and PP by making them fear/cringe.

Any legendary in PMD:EoT/D/S can have it with enough IQ, along with the Charmander line and Munchlax line. I'm not sure who else can have it.

Edit: I'm wrong. It's any Pokémon in the C, E, I, and J IQ groups.
