I want to make a matchup with Sasuke and another character but I need to ask first. Would Genjutsu still work on characters from other "verses" who shouldn't have chakra at all since they didn't eat the fruit?

Based so Kishi actually stayed consistent for once since chapter 5 or something.

Havent gotten to marineford yet but land of waves do be goofy at times but it is a short and first arc so not too important

Just one arc, OP has the most well worked powerscaling in any shonen tbh.

Even an person who doesn't give a **** about powerscaling could create a good tierlist, different from Naruto where everyone is hyped to be the strongest ninja of all time.
 
Exaggeration, but Kishi is pretty damn generous about giving strenght statements.
