Tbf, if for example Fatigued Sasuke perception blitzes SM Hashirama and Kishimoto says Base Hashirama is faster than Sasuke, I think using the feat is better. But if there isn't direct contradiction then sure.

There's less extreme examples, like Ay saying Minato is faster than him but the databook says Ay is as fast as him, but stuff like that can be alternatively interpreted to erase contradictions I sppose.

That's what I meant by there being alternative interpretations to statements. The databook statement can mean movement speed since it's attached to a description of Ay catching up to Naruto. Also it can mean Jonin Minato, and stuff like that.

Ay said that Minato outran him at his top speed tho, meaning Minato's Shunshin>his.

It may very well mean Jonin Minato's base movement speed~V1 Ay's Shunshin speed and Jonin Minato's Shunshin~KCM Naruto's Shunshin>V2 Ay's Shunshin.

We looked at the feat he was talking about, he teleported. Ay’s just stupid and thinks moving out the way is outrunning

They fought more than once. A lot more than once. Him being "stupid" isn't a good counter when in the same fight he first encountered it he realized FTG was teleportation. If he wanted to convey that it was about teleportation, he would've just said outsped or outdid, like he did when Minato actually teleported away from him.

The fact that he specifically mentioned running is clearly meant to compare Naruto and Minato's Shunshin.

sasuke need to open portal first to teleport to other dimension or places so it kinda slow compare to minato to my opinion.plus his switching places have range limit

Every time we see Ay and Minato fight, Minato teleports.
You basing this on him using Shunshin on him, something we never see used against Ay by Minato, something that is 100% your headcanon.
If his Shunshin is stated to be equal to Minato's and he calls him faster, and he calls his teleportation faster than his fastest punch, then his teleportation is superior

Outdoing is getting the upperhand in something, outrunning is moving faster with your legs. Normally in a speed thing this would indeed be the same, but when teleportation is involved in the conversation there is a difference.
