In Naruto chapter 551 Kabuto states that Nagato could create a new planet right here

Could this count in scaling given that multiple different people with this exact ability have shown the ability to create at least Moon sized constructs with the exact ability and the Country to arguably Continental Catastrophic planetary devastation done by a weaker and sickly version of Nagato.
And if it could be considered as a possibly moon to highballed would it be limited to his Edo form given that Edo tensei zombies have an infinite source of chakra?

No it’s just a giant rock, not an actual planet
Although if it was a light novel and it was not Naruto it would likely be accepted as planet level
