The power that Hitogami is referring to is the power to destroy "Human World" which Orsted will use to kill Hitogami. This would be scaling to Hitogami's Tier 2 power, therefore "world" refers to it in a Tier 2 sense.
Orsted would be like High 6-A or w/e while restricted, and Tier 2 with his full power.

I don't think the multiplier is the problem, but rather the fact of being rated as emperorMultipliers issue.
