Penguin slaps and win here, I don't think burns can defeat the penguin here without a good strategy, and in character he probable would just try to slap the penguin, and the penguin walking on his direction would alread kill him

I think penguin wins this one
 
I'm pretty sure the penguin can just push Burns over and peck him. Even its weight would already be enough to crush him to death. This feels like a stomp not gonna lie.

I mean, Mr burns is inteligent enough to possible do something like trow pevles at the peguin or something, also If the penguin peck burns and he bleeds, the penguin may get all of burns diseases(not forget burns regen)

The regen won't save him from getting his brain bashed in and every bone in his body crushed by a chunky flightless bird. It also doesn't help that he has extremely poor stamina. If it's not a stomp then you can count me as a vote for the Emperor.
