He's what it was originally named after, after all (back when he wanted it to be Yog-Sothothery, before Derleth made it the Cthulhu Mythos).

B he is illegal outside of low 2-c.
 
Wukong and Gandalf is a close one in my eyes, so if the popular consensus is Gandalf here, then sure why not lol

He probably is tbh but even if he wasn't goku can only be used in low 2-c according to OP's rules.

If the rule didn't exist people like pachi would want to fill the list up with a single character.
 
I gave him 5-B and 4-C, but Popeye's more known than Goku in a wider age range, and same with Pre Crisis Superman for 3-A. Mickey and Superman say lolno for 4-B, Mario says lolno for 4-A (and given that it's GT, Super Sonic and Kirby say lolno), and Bowser says lolno for 3-C.
 
Seriously, this "most powerful version only" is going to mess up the entire list, since we would have to add super obscure versions of chracters, which goes against the entire porpuse of the list, which is listing the most popular ones.

Not really, it's more of a competition of how obscure your pop culture knowledge is.
