Most Well Known Character of each Tier

I do remember those days. They were indeed weird days. Phineas and Ferb was the frontrunner of 2000s cartoons, while Adventure Time started the Cartoon Network Renaissance.
 
Low 7-B: I'd likely say Butterfree over Natsu, due to the former's prevalence in the Pokemon anime and that saddening goodbye. It was prevalent when Pokemon was at its most popular.
 
I'd argue that with how incredibly ingrained he's become in pop culture, the numerous characters he's inspired in other works of fiction, and the fact that countless people outside of "geek culture" circles instantly know who you're talking about if you mention his name, Cthulhu is a pretty solid candidate for High 4-C.

That doesn't affect how well known he is though.

From my experience, Optimus is far, far more well known than Mewtwo.
 
On the subject of Lovecraft stuff, I'd think Azathoth would be more notable then ToAA. ToAA is only really popular in the vsdebating field while Azathoth is almost as well known as Cthulhu himself.

Although, I think Popeye beats Cthulhu for being popular for longer.

Link is well known, but I genuinely wouldn't put him anywhere near Mario or Cthulhu. The Legend of Zelda is known more as a general idea than for "that guy in the green clothes".

Edit: Was going to add in Popeye to the High 4-C contendor spot but I see Dark already mentioned him.
 
If Mario leaves 4-A, then it's a tossup between Kirby and Sonic. Kirby is less popular than normal Sonic, but Super Sonic on the other hand is questionable.

His most iconic appearance is probably his 7-B one, though he might get downned to 7-C since the only feats I found for him were all Town-ish.

His 5-C/Low 5-B incarnation is pretty iconic in its own right though.
 
I just realized AVGN might take Zeed's spot as the most well known Low 1-C.

I don't know how to feel about that..

MCU Iron Man, if he was in that tier, sure. But given how Marvel Comics is more broad than the MCU and focuses on more characters, Iron Man in the comics doesn't get enough spotlight to shine and surpass her popularity.
 
Plain ol' 4-C isn't exactly a very populated tier, is it?

I guess I could probably argue for the Chosen Undead being pretty far up there, as far as 4-C's go, and Dark Souls has had a pretty tremendous impact on our gaming culture... plus, DS1's remaster has been hyped to hell and back following how much 3 caused the fanbase to explode. You could argue, I guess, that it's just the zeitgeist of today, but again without very good competition the guy stands a decent chance at it I think.

As far Low 4-C... Samus Ara, I think, for similar reasons. "What?! I was playing a girl the whole time?!?!?!" was in fact a thing back in the day, and even aside from that lots of newer series have drawn plenty of inspiration from the series' overall tone. There's an entire genre- Metroidvania- that's named at least half after her series, as well, and that has made a pretty dramatic resurgence in popularity recently. And again, like 4-C, just not all that much competition.
 
If we're taking the whole "strongest version only" into account, Chosen Undead is a likely candidate for 4-C.

If not, SS Goku probably takes it.
