Luffy. At his best he scales to people who are likely town level, indicating he is pretty far into Low 7-C. Not to mention his Feat was perforned while tired, impaled, and injured. Gear 2 privides a substancial strength boost, and Gear 3 can temporariliy KO people at his level. He has blunt resistance to make him harder to hurt, likely better stamina, and his H2H is good enough to go against people who've trained in Martial Arts since children.
