Nice to see Bleach is 7A again.

Anyway, Rukia got a nice AP advantage, Mountain level+ vs above Baseline is enough to really do some damage with any hit she makes.

Buuut this is the issue here, Mitsuru's Ice resistance (Which is really Ice neg TBH) is the perfect way to not get immediately one shotted by Rukia's Ice/Higher AP due to it being able to go up to Absolute Zero, so Hakka No Togame won't be the end of the world for her.

Meanwhile, Ice Break is the perfect way to damage Rukia, as it cancels her resistance Ice, giving a huge advantage offensively for Mitsy.

So with her excellent Ice resistance/Neg, and her ability to negate resistances to Ice, Mitsuru, despite the AP and Dura gap, takes this with Mid-High difficulty.
 
The previous result is not gonna change anytime soon, Mitsuru for Gargoyle's reason.

Plus Mitsuru can use Tentarafoo or Marin Karin on Rukia or heal herself with Dia varieties and I believe Megidolaon can ignore durability so there's that.

There isnt that much to add here tbh, although Rukia does have better combat experience.

But then again Mitsuru could just counter by saying 'Screw the rules I have money'.

Although I do want to add, that Rukia freezes things to Absolute Zero with her Bankai, something Mitsuru has no displayed resistance/negation too.
 
Rukia legit has nothing to even greatly wound mitsuru

Mitsuru is superior in versatility and hax.

She get's wounded,She uses Diarahan

She wants to attack,She uses Megidolaon
