Why don't you explain why, in better detail, you think she is and you have to give more than she negated IB. Negating IB doesn't make you High 1-C and she herself didn't destroy IB either.

1: No. The ball was probably similar to Magick_Flaming Sword since it was unrecognizable by her. Probably having Tree properties which would conflict with IB, since the Misaka Network which was a Tree at that time had become part of her for that moment.
2: IB couldn't negate Dragon's breath either and it's only planetary at most. Granted that was a constant stream of energy, this was likely the same case as IB clearly was being forced elsewhere rather than out-right negating it.
3: Touma's arm is still human and IB itself wasn't destroyed like Magick_Flame Sword did. As we can clearly see here, it's forced off at the shoulder rather than the hand itself being destroyed.
At most you can argue she would've become a Phase concept in itself if she reached Level 6, but at 5.3 she's nowhere near High 1-C.

1.I pretty sure The ball is pure esper power She ball and Touma Dragon can created shadow metal.
2.If IB nullify constant stream of energy type at least IB can keep up long time like Dragon breath but The ball can ripped it off In one shot.

No one knows how Shadow Metal is created except it's created from a clash of super powers.
The ball isn't a pure esper power as we see here:

I'll also add she's nowhere near a higher dimensional existence either. That was the authors notes that said 'It feels like Horus is reflected here' and Horus isn't beyond dimensions either. She doesn't have the capacity to even become a higher dimensional being, as it's stated if she reached Level 6 (which is where she WOULD become one) she'd immediately explode.
